The problem with Joe Manchin

President Joe Biden has a Sen. Joe Manchin problem. Following the passage of the $1.9 trillion American Rescue Plan, the Democrat from West Virginia is starting to exert more of his legislative muscle. As Biden attempts to move forward with his ambitious infrastructure package, Manchin is threatening to cause problems for both the administration and his own party.
