LIBREVILLE, Gabon | September 26, 2026 — An International Monetary Fund staff team has concluded a visit to Gabon focused on the country’s public finances and debt, as the government seeks an IMF-supported program.
The team, led by Aliona Cebotari, was in Libreville from September 14 to 25 for technical discussions with Gabonese officials. According to the IMF, the talks covered findings from a public debt audit, recent fiscal developments, the government’s plans for 2027, and proposed changes to public financial management.
Discussions about fiscal policy, public debt, and the economic outlook will continue in the coming weeks. The IMF said that work could pave the way for program discussions. It did not announce an agreement or a timeline for one.
During the visit, the team met with President Brice Clotaire Oligui Nguema; Vice Presidents Alexandre Barro Chambrier and Hermann Immongault; Economy and Finance Minister Thierry Minko; and Planning Minister Louise Pierrette Mvono. Staff also spoke with other senior officials, the Presidential Taskforce on Debt, representatives of the Bank of Central African States, and members of the financial sector.
The IMF described the visit as a technical mission. Its end-of-mission statement reflects the preliminary views of staff and will not lead to a discussion by the IMF Executive Board.
